The US agreed to return the emergency oil supplies if North Korea stopped its main nuclear plant activities.
Hawk: Ambassador.
U.S. agreed to halt activity at its main nuclear plant in return for emergency oil supplies.with condition of that North Korean shut down their main nuclear plant activities.
Regarding to the article, Hawk could have another meaning of : Ambassador,or representative.
We can see that there's a deal between United States of America and North Korea , which is whenever North Korea stopped their Nuclear plants & equipages , It's e easy for the United states to give an agreement to return the emergency oil supplies back to them.
